This is the full list, across every proxy type and billing model we track. Providers here fall into two commercial models that are easy to confuse. Bandwidth plans charge for every byte transferred, including the bytes in blocked responses. Per-request plans charge only for requests that succeed, which means retries cost you nothing and the list price is already the real price.

The distinction changes the answer more than any feature comparison will. On a bandwidth plan your cost rises as your success rate falls, so a provider with a weaker success rate quietly costs more than its price sheet suggests. On a per-request plan it does not. The ranking below accounts for this, which is why the order here often differs from a straight price comparison.

## A guide to choosing a proxy provider

### The three products in one market

Everything on this page is sold as "proxies", but there are really three different products underneath, and they suit different teams.

A proxy list hands you a set of addresses and leaves the rest to you. You build the rotation, detect the bans, retire dead addresses, manage headers and user agents. It is the cheapest per unit and the most work, and it makes sense when your targets are easy or your volume is enormous.

A rotating pool gives you one endpoint and handles address selection on its side. You still manage headers, sessions and retry logic, but not the pool itself. This is how most residential and mobile access is sold today.

A smart proxy or scraping API takes the whole problem. You send a URL; it handles rotation, headers, challenge solving and retries, and returns the page. Most of these bill only for successful requests.

### The billing distinction that decides everything

Two models, and the difference matters more than any feature comparison.

Bandwidth billing charges for every byte transferred, whether or not the response was useful. Block pages, challenge scripts, redirect chains and empty results all consume your allowance at full rate. Your real cost per delivered page therefore rises as your success rate falls, which means the advertised price is a floor rather than a total.

Per-request billing charges only for successful responses. Retries are free, failures cost nothing, and the quoted price is the price you pay. This is why the ranking on this page frequently differs from a straight price comparison: on a per-request plan a higher list price can produce a lower real cost.

### Matching the product to the target

Start with the cheapest thing that works and move up only when it stops working.

For targets with no meaningful bot defence, datacenter proxies at a fraction of a dollar per gigabyte are hard to beat. For targets that filter hosting ranges but do not run serious detection, a smart proxy on a datacenter backend usually clears them. For commercially defended targets — retail, travel, marketplaces — residential becomes necessary. For targets that defeat residential, or for mobile-first platforms, mobile is the remaining option.

Skipping straight to the expensive end because it is more likely to work is the most common and most costly mistake in this market.

### What to verify before committing

Concurrency limits, because a generous allowance behind a low concurrency cap cannot be used at speed. Geographic coverage at the granularity you need, since country-level targeting is standard and city or carrier targeting often is not. Session control, if any part of your work involves logins or multi-step flows. And whether unused capacity expires, which for variable workloads can outweigh the unit price.

### On the performance figures

Success rate and latency figures published anywhere in this market, including here, should be treated as estimates unless they come with a stated methodology and sample size. Vendors measure their own products against their own targets. The only figure that is definitely about your workload is the one you measure yourself, against your own target, during a trial. Every provider on this page can be tested for a small amount of money, and that test is worth more than any published comparison.
